Have you checked for anti-virus programs removing it? MS anti-spyware detects winpcap as a spyware threat (low threat) but doesn't remove it I think, but there was a rumor that AVG and Symantec sometimes remove it (or pieces of it) when they remove certain Trojans/viruses. You might want to
