All the WinPcap releases, including the latest beta, still contain the Windows 9x (95/98/ME) driver, and therefore can run WinPcap on these operating systems. However, we (the WinPcap team) don't provide support for this driver, i.e. we don't fix its bugs and we don't improve it any more. The sources too are still available in the current winpcap tree.
