We will have someone there, probably either Steve Coran or Tom DeReggi.  We
are trying to schedule a private meeting with NTIA as well.  There is some
contention on whether they are taking private meetings or not.  The first
press releases said they were, but we saw one yesterday that said they
weren't.  This public meeting may be a replacement for private meetings.  I
should know more soon.

[WISPA] Friday History Humor

After having dug to a depth of 10 feet last year, New York scientists found
traces of copper wire dating back 100 years and came to the conclusion, that
their ancestors already had a telephone network more than 100 years ago. 

Not to be outdone by the New Yorkers, in the weeks that followed, a
California archaeologist dug to a depth of 200 feet, and shortly after, a
story in the LA Times read: ' California archaeologists, finding traces of
200 year old copper wire, have concluded that their ancestors already had an
advanced high-tech communications network a hundred years earlier than the
New Yorkers.'

One week later, The Des Moines Register, a local newspaper in Iowa, reported
the following:  After digging as deep as 300 feet in his flower garden in
Storm Lake, Iowa, Jack Kooker, a self-taught archaeologist, reported that he
found absolutely nothing.  Jack has, therefore, concluded that 300 years
ago, Iowa had already gone wireless.

[WISPA] Economic Stimulus Funds Public meeting.

 NTIA, USDA and FCC will hold a series of public meetings to discuss the 
broadband provisions in the economic stimulus bill.  The first meeting, March 
10 at NTIA headquarters in Washington, D.C., will focus on the broadband 
initiatives funded by the bill, including the new Broadband Technology 
Opportunities Program (BTOP) and the development of a national broadband plan.

There will be a Webcast of the meeting and an archive will be available. As 
soon as I get the info, I'll post the link.

Since others have not responded to this yet, I will say that I know that
WISPA will have at least one representative present in person at the
meeting.

I spoke with a RUS representative yesterday asking for more information on
how they plan on dealing with the stimulus program.   Their response was
this:

Please follow our web site.   Yes, we know it hasn't been updated in weeks.
We will be holding a joint meeting with NTIA on the 10th.  After that we
will post more information on the site. Yes, we know that the loan program
information on our site doesn't work.  You are still welcome to submit a
request but since the forms are invalid it probably won't do any good until
we issue new ones at some unknown date in the future.  We are aware that
that NTIA is holding meetings with groups starting March 2 but RUS is not
prepared to do that.  Please watch the web site for updates.


NTIA gives the impression that they are far more organized than RUS however,
that may just be RUS feeling that the less information they give out the
more likely they are to be able to direct the money to the people they
prefer.

Yesterday I was buying 2 large bags of Purina dog chow at Wal-Mart, for my
dogs Winston, Chief, Gus, and Maximus.

I was about to check out when a woman behind me asked if I had a dog.

What did she think, that I had an elephant? Since I had little else to do,
on impulse, I told her that no, I didn't have a dog, and that I was starting
the Purina Diet again, although I probably shouldn't because I ended up in
the hospital last time. On the bright side though, I'd lost 50 pounds before
I awakened in an intensive care ward with tubes coming out of every hole in
my body and IVs in both arms. I told her that it was essentially a perfect
diet and that the way that it works is to load your pockets with Purina
nuggets and simply eat one or two every time you feel hungry and that the
food is nutritionally complete so I was going to try it again. (I have to
mention here that practically everyone in the line was enthralled with my
story by now.)


Horrified, she asked if I ended up in intensive care because the dog food
had poisoned me. I told her no; I had stopped in the middle of the parking
lot to lick my butt and a car hit me..  I thought the guy behind her was
going to have a heart attack, he was laughing so hard!

WAL-MART won't let me shop there anymore.

Here are some bullet points from release by a think tank in DC.  Some of
which are positive, some are negative concerning WISPs.  I included this so
that everyone could see the other perspectives being lobbied to the NTIA and
RUS.

 

1) Protect the open Internet: The NTIA and FCC should prohibit grant
recipients from selling any service that violates open Internet principles
and should require recipients to offer interconnection on a reasonable and
nondiscriminatory basis.

 

2) Promote speed: The NTIA should establish speed guidelines and benchmarks
and require grant applicants to detail actual -- not advertised -- network
speeds, with priority given to next-generation projects.

 

3) Provide clarity: The NTIA and FCC should adopt definitions of unserved
and underserved areas that are based on U.S. Census Bureau geographic
boundaries (either census blocks, block groups or tracts), and are informed
by new FCC broadband data.

 

4) Prevent waste: The NTIA should require grant applicants to provide
extensive documentation showing how their proposed project qualifies as a
new investment.

 

5) Gather information: The FCC should immediately initiate proceedings to
gather data and ideas to inform the national broadband strategy.

 

6) Focus resources: The NTIA should refocus the $350 million currently
allocated for state broadband mapping toward projects that work to stimulate
broadband demand, because the FCC is already collecting this data.

 

7) Remove roadblocks: The RUS should eliminate current regulations that
restrict broadband upgrades, create barriers to new entrants and undermine
competition.

 

8) Ensure transparency: The NTIA and RUS should create a single, publicly
accessible online database that hosts all the information relevant to the
broadband projects funded by the Stimulus Act.

Did the language defining next-generation as 100Mbps down/20Mbps up 
make it into the final bill?

(If so, does anyone have any idea at all how to deliver next-gen

 allocated for state broadband mapping toward projects that work to
 stimulate
 broadband demand, because the FCC is already collecting this data.



 7) Remove roadblocks: The RUS should eliminate current regulations that
 restrict broadband upgrades, create barriers to new entrants and undermine
 competition.



 8) Ensure transparency: The NTIA and RUS should create a single, publicly
 accessible online database that hosts all the information relevant to the
 broadband projects funded by the Stimulus Act.

 Since others have not responded to this yet, I will say that I know that

 WISPA will have at least one representative present in person at the

 meeting.



 I spoke with a RUS representative yesterday asking for more information on

 how they plan on dealing with the stimulus program.   Their response was

 this:



 Please follow our web site.   Yes, we know it hasn't been updated in
 weeks.

 We will be holding a joint meeting with NTIA on the 10th.  After that we

 will post more information on the site. Yes, we know that the loan program

 information on our site doesn't work.  You are still welcome to submit a

 request but since the forms are invalid it probably won't do any good until

 we issue new ones at some unknown date in the future.  We are aware that

 that NTIA is holding meetings with groups starting March 2 but RUS is not

 prepared to do that.  Please watch the web site for updates.





 NTIA gives the impression that they are far more organized than RUS
 however,

 that may just be RUS feeling that the less information they give out the

 more likely they are to be able to direct the money to the people they

 prefer.

Yesterday I was buying 2 large bags of Purina dog chow at Wal-Mart, for my
dogs Winston, Chief, Gus, and Maximus.

I was about to check out when a woman behind me asked if I had a dog.

What did she think, that I had an elephant? Since I had little else to do,
on impulse, I told her that no, I didn't have a dog, and that I was starting
the Purina Diet again, although I probably shouldn't because I ended up in
the hospital last time. On the bright side though, I'd lost 50 pounds before
I awakened in an intensive care ward with tubes coming out of every hole in
my body and IVs in both arms. I told her that it was essentially a perfect
diet and that the way that it works is to load your pockets with Purina
nuggets and simply eat one or two every time you feel hungry and that the
food is nutritionally complete so I was going to try it again. (I have to
mention here that practically everyone in the line was enthralled with my
story by now.)


Horrified, she asked if I ended up in intensive care because the dog food
had poisoned me. I told her no; I had stopped in the middle of the parking
lot to lick my butt and a car hit me..  I thought the guy behind her was
going to have a heart attack, he was laughing so hard!

WAL-MART won't let me shop there anymore.
