try to connect to it with Winbox I get this message Could not get
routeros.dll: no reply
This is a new message to me. Can anyone help?

Try updating winbox to 2.2.16, turn off any firewall and disable
other interfaces except the one using to connect to the router.

Try again. When that happens to me it's always when my interface is looking
for DHCP, the IP is 0.0.0.0, I attempt and just as the Winbox gets those
files the IP is rebuilt on 169.254.x.x.
If it keeps happening then make sure your PC works with mac-telnet (usually
it's some MTU change). Also
If all else fails, Telnet into it and upgrade RouterOS
