I took the cover off.

One power supply ticks every 1 - 2 seconds.  LEDs 12 and 13 blink at the same time.  The other power supply doesn't tick, but the LEDs still just flash.

My other unit that does power up has totally different internals, so I'm not sure swapping the power supplies is wise.  That unit has 6 power wires going to the main board whereas the other only has 4 (the other 2 in the socket have a loopback).

Maybe I should just sell the one and include the other as a bonus. ;-)  They do have the PtMP keys.
