I'm going to agree with others... Running outside legal limits doesn't look good to the FCC, and it sounds like you are definitely running outside the limits since you are whining about the ability to run your radios in a mode which seems to have no use than to exceed the limits. I will also add

All right, looks like I answered my own question. We just fired up authentication thru billing and the net, meaning we have never run it. Part of the healing process from doing too much of the wrong thing. We just moved from manual billing thru Quick Books to an automated process, then added
