Guys ( Gals) - We've only heard from one
or two of you regarding this proceeding. If WISPA is going to
file good FCC Comments, we need to hear from more of you please.

  Late Thursday, the FCCs Wireline
Competition Bureau released a Public Notice seeking
supplemental comment on certain aspects of the FCCs ongoing
E-rate modernization proceeding. Earlier, Chairman Tom
Wheeler indicated that the FCC would make an additional $2
billion available for E-rate over the next two years, And
many of the questions posed in the Public Notice seek
comment on how these funds can best be spent for the benefit
of schools and libraries. Comments are due April 7 and Reply
Comments are due April 21. WISPAs FCC Committee will be
discussing whether and to what extent WISPA may wish to file
Comments or Reply Comments, but some of the members on this
list may be interested in reading this to help inform the
Committee and/or provide you with background on changes and
opportunities in the E-rate program. Among other things,
the Bureau seeks comment on the following issues:
  - Whether
to change priority two funding to eliminate support for
legacy services and allocating a set amount of funds for
LANs and Wi-Fi networks
  - The
services and software that should qualify for support inside
schools and libraries
  - How
to enable more widespread access to funding for internal
connections
  - Changes
in the discount rate
  - Funding
for up-front costs vs. recurring support
  - Reducing
or eliminating support for voice services in some or all
areas (phasing out by 2015?)
  - Demonstration
projects
  -
Here is a link to the Public Notice:
  http://transition.fcc.gov/Daily_Releases/Daily_Business/2014/db0306/DA-14-308A1.pdf

Following the Bureaus release of the
Public Notice, Commissioner Ajit Pai released a statement
that was sharply critical of both the substance of the
Public Notice and the Commissions processes. On substance,
Commissioner Pai said that the Public Notice bodes poorly
for real reform, stating that the Bureau should have
proposed eliminating the priority system altogether and did
not alleviate the funding disparity between well-funded
districts and small, rural schools and libraries. He also
noted that the proposals would increase the paperwork load
on teachers and librarians. On process, Commissioner Pai
wanted the Public Notice to come from the full Commission as
a Further Notice of Proposed Rulemaking, not as a Public
Notice from the Bureau, which has no authority to propose
rules. Here is a link to Commissioner Pais statement:
  http://transition.fcc.gov/Daily_Releases/Daily_Business/2014/db0307/DOC-325937A1.pdf

This is the second time that Commissioner
Pai has criticized the Commission when a Bureau has released
a Public Notice seeking public comment the other time was
a few months ago in the TV white space/incentive auction
proceeding.

Re: [WISPA] Strange IP

2014-03-13 Thread Clay Stewart
Well, the router is only 192.168.1.10 when WAN is on DHCP... which I think
as long as it gets an assigned DHCP address, you cannot see the
192.168.10.1, just like when you assign it a static IP. But, if you unplug
that router from the DHCP circuit, or turnoff the DHCP server, and the
router is rebooted or times out the DHCP clients IP address, then it will
have the fall back IP available... 192.168.10.1.

If you ping out of a router up stream through WAN, and it is not connected
to a DHCP server, or assigned a static, the ping will say it is coming from
192.168.10.1

[WISPA] Have you participated in and won bids/RFPs? We want you for WISPAmerica!

2014-03-13 Thread Hass, Douglas A.
The upcoming WISPAmerica show will feature the session “Tools to Discover and
Bid on RFPs” on March 27, 2014, at 4:00 pm. To give you a flavor, the current
description is:

Explore the questions every WISP (and every vendor) asks: “How can I win this
RFP? Should I even bother responding?” This session will help you understand
the value of participating in the RFP process. This session will discuss how
to leverage your full value to your prospective clients, engage buyers,
influence the RFP questions, and use creative alternatives when the RFP is,
well, less than helpful.

I know that many of you—both WISPs and vendors—on the list have positive (and
probably some negative) experiences preparing for, responding to, and winning
RFPs and bids. If so, WISPA wants to invite you to participate in this panel
discussion to share some of your experiences and strategies.

Interested in participating? Have questions? Send me an e-mail at

Sounds like you need to turn on WDS.

[WISPA] IPPlan fix

2014-03-13 Thread Scott Reed
If anyone is using the beta version of IPPlan that handles IPv6
addresses, I have a minor fix for it.
The displaysubnet routine miscalculates the percent utilization of
subnets and then e-mails the administrator that the subnet is low on
space long before it should.
If you would like the file as I have updated it, hit me offlist and I
can send it to you.

Re: [WISPA] Strange IP

2014-03-13 Thread Clay Stewart
Let me see if I fully understand the situation. This is what I understand
from what is written above.

You have a router as a DHCP server, which goes through a bridged CPE Radio
and gives the sub's router's WAN DHCP client it's address. (Please correct
this if wrong)

So when you ping the CPE radio static address from your router, it works.
But if you ping from sub's router or directly to CPE radio it returns
192.168.10.1?

I do not think we have a clear picture yet of how and what umits are
involve. My description is sort of best guess.
