method to add to the probability that the other route will be
used. It should be noted that it is possible that a BGP Peer will
remove your prepended hops, however.

If you are looking for a fancy version, you can license the one
from http://www.ookla.com/speedtest/. That's a pretty expensive
option, though.

backup time to 1 minute (for example), an accounting packet is sent
every minute...you'd have to be losing a LOT of packets for all of
them to be lost. :-)
