Someone at BNSF I was speaking to was talking about pending legislation that 
would convert rail road (and perhaps other means) easement into a utility 
corridor, removing the requirement for utilities to have to negotiate with each 
landowner.  They weren't immediately aware what level of government this 
legislation was on  Illinois or federal.  Anyone know?

Sasha did not go on a rant per say but would make a disparaging remark with his 
other comments. When I mentioned that a good matrix to start for the 
prerequisites on getting an grant application submitted would be submittal of 
the 477 form he mentioned how all of that data is not very good anyway.
And when the government was mentioning how we need to work within the 
government to get anywhere he mentioned how the government is not helpful in 
working together.  There are other examples and I am just paraphrasing but 
please look at the transcripts and let me know if you think I am off base here.
