Probably not Mike.

But the FCC DID leave the rules wide open.  My belief is that they wanted to 
see what kind of creative interference avoidance mechanisms the 
manufacturers could create.

If you believe that the new equipment is really bad, you might try pointing 
out that it'll be impossible to avoid interference with it.  That flies in 
the face of the FCC's requirement to work out interference issues with 
others.  I mean, if there is no way to avoid interference when using the new 
equipment how can an operator live within the rules of non interference?

As I recall, we did lobby for GPS sync in this band.  Maybe we didn't but I 
thought we had.  Perhaps that should be a required non interference 
mechanism?

Also, GPS sync its not the same on all the systems, take for instance
Airspan, their FCC certified Micromax AP for 3.65 would not allow
channel reuse even with gps ... I would just help cochannel issues
between Aps ... So how do you plan for a big cell network with limited
GPS and no channel reuse?  Put in the mix 1 or 2 additional providers
and you'll get nowhere!

spectrum allocations in recent times turn into a garbage band.  I am
sure the FCC desires that everyone use this spectrum to its fullest
extent, but the recent certifications spell doom for the band
altogether.  I have coordinated multiple systems in the same airspace
for a number of our customers.  With GPS this is a simple matter of
planning.  Without GPS it is flat impossible with only 25Mhz to work
with.

 

Am I missing something?
