Replace the fuse? We have very bad commercial power out here in western Kansas. I've had several blown fuses. Some times the ODU will cause it to not power up, but not every time. I guess it depends how the ODU was damaged? If all else fails, yank the power supply and use a different 24VDC PSU. See http://tapodi.net/~jda/an50dc/ for some ghetto hacking that I did a few years ago that might be relevant. Not that I'd recommended doing what I did. There should be a voltage regulator in there so you don't overvolt it if something bad happens...
