The easiest way to monitor whether you have outside power is to plug any device you can ping into the same outlet your batteries charge from. Power goes out and ping response stops. For less money than the RMS device you could get an APC card that will e-mail and page you of outages. Tripplite's card will do the same but it's not as good as the APC.
