It depends on who's paying for the IP.  If the wholesale provider is using 
their own ATM trunks, IP networks, etc. Bell shouldn't be throttling their 
connections.  Conversely I don't have an opinion on if it is using part of 
Bell's network the ISP isn't paying wholesale for.
