We have only just seen the same (or similar) problem with our 2802i and 3802i
APs (luckily we only have 200 of these models). Main symptom was users
complaining of intermittent web page load failures. The only consistent page
failure that was reproducible was logging into Cisco PI!!!
For refurbishments we specify one high level data point per room so that we
have flexibility when installing APs near completion of project. AP
locations are determined first by predictive design and then later using
APoaS survey. After final installation we'll do another survey to tweak
power

This sounds very much like the problem we had with 20+ 2702I-E-K9 APs.
It's a bug in the firmware - no idea how it got through testing...
We had to serially config them all by hand - very painful.
Process was...
- Get MAC address of AP into your DHCP server
- Boot AP
- Using serial
