I just spoke with a contact at the FCC and he will be providing me with a number of resources related to the spectrum within the next few business days. So there is light at the end of the tunnel! :)
I will process it and post it to my blog and here. There was a comment in one of the threads about the ground stations being handled by the international bureau. This is correct. They are aware of at least one entity who has negotiated access to the spectrum and will provide me info for them.
