Didn't you have to put an equipment vendor/model to obtain the license? I don't know if you will have to re-apply if you change vendors. I would look at Motorola, but that is a biased opinion. Depends... using modern electronics, 19 megabits of throughput in each 6 MHz channel. You will NOT see TVWS equipment by February I'll be surprised if there is shipping TVWS equipment in 2009.
