I think you'll find the products which are sold as  
inverters (Xantrex for example) which have built in battery chargers  
will have a quicker recharge time because they are engineered for  
folks who run a generator for a few hours and then invert off the  
batteries the rest of the time. Most battery backup units are  
engineered with the idea that grid power will almost always be  
available except for a rare occasion so they invest very little in the  
battery charger which is typically a very slow trickle charger.

Threshold  Alerting plugins using SNMP enabled product.

Sometimes.   We had almost 30 inches for a short time around Christmas... 
I live at the base of the Blue Mountains.   I may have bare ground, but 5 15 
miles away will have 10 feet or more.

 We are having a mild version of the same here.   A few years back, we had

 I've got this huge and very old locust tree out front of my house that's

 smashed the back end of our minivan.   did enough damage it went to the
 wrecking yard.

While nothing is more reliable then a person actually being there, you could
look at something IP related.  I know there are thermometers used in NOCs to
warn techs the temperature is too high, I would expect the opposite being
pretty simple.
