You're asking for a pretty tall order unless there is a new frequency band and/or product newly available I'm unaware of. 28 miles reliably (relative term) can probably only be obtained with 6GHz, but 6GHz requires a minimum 6' antenna per FCC rules. You might be able to get an exception to the antenna size depending on the location of the link. What level of service are you trying to achieve? I don't think what you want to do is possible Matt. 28 miles is a long way for many bands. Some of them might do it just fine in perfect weather... 6 gig would be a no brainier for this but you have to use 6' dishes. And I don't know that you'll find anything in your price range. Matt A Orthogon Spectra will provide 111 Mbps in a 28 mile link using 4 ft dishes on both ends , that's factoring a -75 db noise floor. 99.77% uptime.
