Number portability is universal, all numbers can be ported and nobody 
owns them.  Thats my understanding

I have heard of a situation when a cable line can't be ported to Sprint 
or ATT because it has to be ported back to SBC or the telco first. I 
think this has to do with Digital from the Cable company. I wonder if 
this is the same situation?

I don't believe that this really is the situation, but this is the 
story. Did you ask for a supervisor? Sometimes first line service people 
don't know everything and you need to ask for their supervisor to get an 
answer.

However, numbers don't belong to carriers anymore, so they are wrong in 
that respect. My guess is they just don't know or don't want to explain 
that they can't do it.

Pretty rare to have a number that can't be ported.  Keep pressing the issue
with your new provider and the losing carrier.  Eventually you'll get it
ported.

My porting guru tells me that we could port that number.  But this is not a
sales pitch -- if we can do it, others can do it.  Someone must be giving
you bad information, or the runaround on the port.
