After uninstalled a Dell recovery and backup from my computer,
Wireshark-win64-2.6.1 seems working fine as well.

I once installed some old version(sorry I can't remember which version)
wireshark on this Windows 7,
and it once worked fine,
after kept updating to newer version,

Can you try running "c:\Program Files\Wireshark\tshark" and "c:\Program
Files\Wireshark\wireshark" from a command prompt?
