TS 25.433 Annex D specifies how the "IB_SG_DATA" field could be encoded in NBAP
messages.
Two variants are presented named unimaginatively 'Variant 1' and 'Variant 2'
The latest version of wireshark assumes variant 1 is used and wrongfully
dissect NBAP messages with the second encoding variant.
I've attached an example of an NBAP message showing what variant 2 looks like.
