The problem was that I began with 'x64_x64 Cross Tools Command Prompt for
VS 2019', rather than 'x64 Native Tools Command Prompt for VS 2019'.
When I initially pressed the Windows key then typed 'c''m'
I assume the build is working since there is a further question on java and
docbook.
What was the solution?

I don't know why it is trying to build with RelWithDebInfo | *x86*.
