automate the generation of msp output using either new wix3 way or old msimsp
way.

Currently, Votive and the MSBuild tasks/targets don't support the WiX v3
patching tools. I don't know if they'll be supported as target types in v3.

I've created a wix vs08 project and changed the Product.wxs to contain
PatchCreation.../PatchCreation content versus Package.../Package
content.
