I have a fresh install of the FreeBSD, 10.1-Release-p5, and Windowmaker .95.6_4
built from ports.
The menu is blank, no fonts, though if you click on a tile, whatever is under
that tile will load.

It's not parsing the file correctly because of the PREFIX string. Try
