working, not just before the login screen?

Yes it can. Basically WPKG is a service running in background. All its

2009-01-09 beta of the 64-bit client.

there is currently no upgrade task defined, so there would be nothing done.

This is absolutely OK for WPKG (unless you discover an unexpected bug
;-)). WPKG should execute the upgrade commands (none in this case)
