I've been scratching my head over this and would appreciate some feedback:
I have PROG1, PROG2, PROG3 that depend on Java being installed first. I
currently have package java_jre7u3 so my first reaction is to have Prog1-3
use depend package-id=java_jre7u3

Trying to figure out a few things about the downloading capabilities and
whether I'm experiencing a bug in the code or if it's a PEBKAC error.
1) When using the download directive, it seems that the target folder is
always rooted at %TMP% ? I see

Trying to install client 1.3.14 (x64 or x86, I get errors with both) on Win7
x64 and I'm getting Error 1722.
* I am running the installer as the Admin (and only user on this machine; there
is no option to `Run as administrator')
