HKCU may not be loaded as a registry hive until a user is logged in. The WPKG
serivice runs as the system user before any accounts are logged on. According

Hmm. So I'd try with AVg deactivated/deinstalled, write a full log
and use wpkg 1.1.0 to see if we get more details.
