Could you:
1. Install WPKG Client on another machine (i.e. XP)
2. On Windows 2003, download Dependency Walker from
http://www.dependencywalker.com/
3. Start Dependency Walker, load each WPK

so this was a waste of time. Do you have any IE Toolbar like the
Google Toolbar installed? According to some Google search results
uninstalling the Google Toolbar helped sometimes - however it's not
clear to me yet
