I try WPKG Client 1.3.5_64.msi and installed fine, but it is installing
to C:\Program Files (x86)\wpkg folder, why? Is this real 64bit version?
What is difference between 1.3.5_64 and 1.3.6_64?

Well, YES!
I run it every day on my primary development machine and my Laptop. I am
currently using "WPKG Client 1.3.5_64.msi" ("WPKG Client 1.3.5.msi" for
my 32-bit machines).

Edition.
I would not use the 32-bit version on 64-bit Window, since %ProgramFiles% and
other things are not set correctly for 64-bit applications.
You can use the JS wrapper, but I found it easier to use the 64-bit
Instalation of 2009-01-24/WPKG32.msi is broken too...same error, but
32bit version of WPKG client 1.3.6 works fine on XP 64bit
