If WPKG Client service is not running, wpkgmessage window should not
display. If it does for you, it's a bug (unless you were artificially
interrupting the service etc.).

It would be interesting to know why msiexec reported an error.
Error 1603 is a fatal error, but it doesn't tell much.
Adding /log C:\log.txt to msiexec parameters should give you a full
msiexec log; inspecting it might give some clues.

Technically, you could add such a line to both firefox packages:

Or did you have the options chooser before?
i timed it when 2x clicking on the msi file, and I get that error
message 25 seconds after 2x clicking. I do not get the options
