No, it is not correct. You need to read the spec.
Validators do not alert you if you have left form out, that's why it
seems like you can use form controls anywhere... but the real question
becomes why would you want to when there are so many other tags you can use.

Cash-strapped K-12 schools and other public agencies in the US have old,
decrepit hardware and OSs that don't do well with more current browsers, for

I've reskinned these two sites with a few changes and was wondering whether
they come up to par? I particularly don't have any Mac at the moment to test
