I can't explain what might be causing IE to choke (IE's internals are deep black magic to me :), but just so you know, there's not much point in including that doctype if you want to introduce non-standard tags. DTDs exist to define a set of allowed tags (and allowed attributes for those tags, and a whole bunch of other stuff) for an XML document. Introducing undefined ones makes a document invalid.
