The problem is in the styles.css
You have
html {
height: 100%;
overflow: hidden;
}
If you change overflow to visible the scroll bar appears.

Still I can't figure out why the scroll bars are missing. I thought it
must have been something common but maybe I asked prematurely.
I've tried everything.
