I found that the System Preferences did nothing. I've checked 3 Mac OSX
machines here, 2 are 10.2.8 and one is 10.3.2. The 10.2.8 machines had 'Turn on
full Keyboard access' off by default. The 10.3.2 had it turned on by default.
Even when I changed
The Safari thing sounds odd, using 'full keyboard access' from system
preferences gets Safari working for me. I'm using 10.3.5, Safari 1.2.3
v125.9 with no problems.
Try adjusting enabling access for assistive devices in system
preferences-universal access.
