This problem also seems to go away if you move the mainNav div to
immediately before the content div, e.g.
div id=mainNav
img src=images/home_surgery.jpg alt=Outpatient Surgery Photo
width=150 /
/div
div id=content ...
So its looks like the problem lies with div
