[WSG] Standards Text Editor, Part Deux

Way back in May of 2004 I asked this mailing list about their
favourite text editors. I am quite satisfied with TSW Web Coder, which
someone from this list pointed me to, but the new version is quite
obstrusive, and not XHTML compatible (only HTML 4). I am looking for a
Text Editor that has 4 qualities. It must:

Work on Windows
Have Syntax-Highlighting
NOT be Java-Based
Work with XHTML 1.0 easily

I have been searching all over the place. Can anyone help me? What do
you guys recommend?

Well, as they say, "if you have to use dropdowns you should probably
rethink your site structure".

The ALA article Andreas mentioned is actually not that good, since it
is still totally inaccessible to IE users with Javascript turned off.
There are no good alternatives on the web (yet), so I don't know where
to point you.
