What happens when you reduce the width by a few pixels? Does it move up?
If so I'd say that you've got some IE box model weirdness going on.
margin+border+padding+width (in IE6) margin+border+padding+width (in
everything else)
If that does fix it I'm at a loss.

There's no margin or padding. These days this is the first thing I check.
