The Bartiméus Accessibility Foundation (http://www.accessibility.nl/) have released a free a web accessibility testing tool http://www.drempelvrij.nl/toolbar/index.html (internet explorer add-on) that is intended for use in conjunction with an online step by step testing procedure that they have developed. Currently it available in Dutch, I believe they also plan to release an English language version.
