Headers show the structure of the underlying document with the numbering
indicating the position of importance and order.

Directions
Country
would relate the country, , to the previous recipe's

I'd move 'Today's Specials' to the top right of the page, so if those
specials are what you are trying to push to sell, then the customer sees
those first.

It is looking good. My only comment would be to remove the tags which
you are using to space elements and instead use css on those elements
instead.
