I can assure you that wire frames for layouts are used in nearly every design studio that I've worked in.

Just did a Google search on it and ended up at a page about Microsoft Office... I guess this is something new they just released . .. but I can't quickly figure out from that page what it actually does! ...but if there is any tool in existance that could help a non-technical person describe to me what they want more clearly I'd like to know about it!
