It does appear to be a bug in IE. The following CSS is turning off the display of the icon in c_project_help_error.css: span.smallHelpIcon span { display:none; } By commenting that section out, the icon displays (along with the text you were trying to replace with the icon). Instead of using the nested spans in your HTML: <span class="smallHelpIcon"> <span>help icon</span> </span> maybe use an <img> tag with the alt text = "help icon"? It is not display as nicely with images turned off but has the same effect as you seem to be trying to achieve.
