[wsjt-devel] devel rc warning

The recent addition of the devel/rc warning is interfering with JTAlert docking to the window...and also pops up the JTAlert warning about not communicating with WSJT-X if you don't click on it fast enough. Should it perhaps be done like the splash screen? de Mike W9MDB
