You need to set the properties of Dimension4 so that is "Run as
Administrator". I still use it here after working through that maze.

The time looked OK, but when I did a manual Time Sync everything started working
Michael had me switch time sync programs to Meinberg and I haven’t had an issue
since.
It’s worth a try and might fix your issue also.

FYI...Windows 10 is scheduled to deploy a new time sync capability this fall
which will (i.e. should) eliminate the need for 3rd party solutions.
