If it was the error about downloading the file, please head to the WSJT-X User 
Guide and read the WIndows installation requirements.  Especially the part 
about the OpenSSL libraries:

LoTW user file.  Close then open the program.

Barry,
  An error message when trying to fetch the LOTW CSV file is usually an
indication that you have the wrong version of the SSL library. The correct
one is the 32 or 64 bit version marked as "Light".
The 64 bit version can be downloaded from:

The 32 bit version can be downloaded from:
https://slproweb.com/download/Win32OpenSSL_Light-1_0_2u.exe
