You should use the file:// handler ... should work.
ie.goto( file://c:/myApp/config/config.xml )
... anything you can do with IE can be done...
If you are looking for the URL to the local file:
Click File - Open
Navigate to the file and click Open
Copy the URL in the IE address bar.
