ok, finally took the 5 minutes to write the translator thingy I was talking
about last week.  see attached - three files:
    PropertyFileTranslator.java - the simple translator, reads one
properties file and translates using babelfish
    sample.en - one of the many english properties file
    sample.it - the same file translated to Italian

this is very simple - uses babelfish (see the bottom of
http://www.xmethods.org/) to translate the files.  not quick, but very
simple, and does the job.  the babelfish classes are generated by axis's
wsdl2java generator.

so, my suggestion from last week is that english properties files are
maintained, and we either use this at release time to translate the files,
or allow users to use it themselves....  sure this isn't high on the list,
but wanted to make sure I demonstrated my suggestion.
