We can still tag things with Xen release versions just to designate
what we consider part of the overall project release, without implying
that the two need to be in lockstep.

Iirc this was on a meeting, not in mail.

And I agree with not tagging. In fact I've been wondering if tagging
of e.g. mini-os really makes sense.

+2 to not being in lockstep.  It helps massively with downstream usability.

IMO livepatch-build-tools is a separate tool that doesn't need to move 
in lockstep with Xen. I would always recommend using the tip commit 
since bugs often get fixed around the time that patching is needed. 
Therefore I don't see any value in tagging it for the time being.
