Xen/IA64 Healthiness Report

Two issues:
1. UP_VTI booting speed is very slow. (Without serial='pty')
2. SMP_VTI LTP test could not finish within 80 minutes. If we made
UP_xen0 and MT_disabled, that case could pass.
