i suggest you to read: Michael Kay, XSLT Programmer's Reference.
There, you can find:
"XSL ... was a two stage process: first a structural transformation,
in which elements are selected, grouped and reordered, and then a
formatting process in which the resulting elements arerendere
like HTML can
be rendered by the browser so can XSL-FO, provided the browser supports XSL-FO.
This is question which should be posted on the xalan mailing list.
