Disable compositor, reopen panel config dialog -> Now the panel internally uses 90/90 but shows 90/100 in the settings 4. Restart panel with xfce4-panel -r -> Now the panel shows 90/90 in the settings 5. I set the panels "enter and "leave" opacity to 90. "Leave" opacity keeps getting reset to 100 incessantly. I did the "xfce4-panel -r" and ""xfce4-panel" to make the panel reappear. I could not reproduce like hard reboot.
